Frankly, when a "journalist" frames it so obviously deceptively, my sympathy falls dramatically because there's little to no chance they aren't lying about something even bigger.

The article itself was better, many examples of government depending on fines to make up budget shortfalls. The thief is a bad example. The crazy dog lady who wound up in jail for not paying her barking dog tickets is a better one.
