so even if civ war 2 started tomorrow, and 100% of food was cut off from blue states (not true bc blue states generate a lot of food, and bc blue states could easily secure some red states), then DC could increase spending by 5% and buy groceries for every blue state citizen

And red isn't going to stop selling blue the food anyway, because Farmer John has kids who need shoes and a dollar's a dollar. Barring a shooting war with troops on state borders, nothing much changes with regard to trade.
