Not really seeing the problem with that. The Cliff's Notes are a (relatively) recent work whose protection falls well within the original intent. Whether that work's value to the reader is contingent on another far older and not protected work is neither here nor there.

If someone writes a book analyzing the oldest documents known to the modern world, does not that work deserve copyright protection? They can go the open source route if they choose but I wouldn't force it on them.
