The two things are not seperate though, they are clearly interrelated. If someone fails to achieve success under a given social system (but could be successful under a different one), they are a victim of the system that selects against them.

As an autistic person, I struggle with social relations in a culture mostly developed and shaped by neurotypical people. Does that make me a biological loser or a social victim? I'd argue those are two sides of the same coin.
