I read the article. By "new tool of democracy", they mean "using math to narrow the overton window to increase the vote totals of inside-the-bellcurve establishment / Cathedral politicians"https://twitter.com/petercoy/status/1123588333135900672 …

2/ Assume 11 people: 10 normies, 1 oddball. Assume 11 ballot propositions: 10 normie, 1 oddball. Normal voting: 11 ballot propositions get 1 vote each. Normies are represented fairly, oddball is represented fairly. >>>

3/ Now with quadratic voting: Everyone gets 10 points. 10 normies give each normie proposition 1 point. 1 oddball gives the oddball proposition 10 points. Result: 10 normie propositions get 10 votes each, 1 oddball proposition gets 3 votes.

4/ Normies ALREADY outvoted oddballs, by shear dint of numbers. ...but now instead of outvoting them by 10:1 (actual ratio in population) they outvote by 30:1. This is a tool designed to oppress minorities. Needless to say, it was invented by progressives.
