Freeloaders are only supported due to government interference, no? A private business has no incentive or need to allow for freeloaders, except through government force and the inability to selectively allow for patrons.

Yeah, likely b/c cost of enforcement is too high. They have no good way to verify if the guy sitting there for 3 hours is a regular customer or not, so risk of kicking him out and losing business is there. And cost of policing all free-riders likely more than benefit.

We definitely don't wanna live in the world where free-riders in coffee shops is so common that it becomes economical for coffee shops to hire bouncers to deal with them.
