Neither. Tipping is a social signal to demonstrate status/self-worth. It's low-class not to tip. The person receiving the tip - and indeed, the service - is almost irrelevant.
although also: the expected tips means that people who CAN do either driving or high-end customer service with manners, charm, and erudition always choose the latter ... and the drivers are selected from pool of population that can't do that.
