One important thing to note is that as the SPAN of a wall or membrane increases, the thickness has to increase MUCH FASTER. A soda can holds 55 psi and the wall is as thick as a human hair. Now try 55 psi in a house made out of the same material.

The maths for preventing implosion is somewhat different that explosion due to different modes of failure. That said, a submarine 11m down is under higher loads than vacuum can impose.
