Is there a catchy phrase for the opposite of "tough on crime"?

I don't think it's a 1-d spectrum; I think it's a triangle. One corner is "tough on crime (i.e. punitive and cruel"). One corner is "weak on crime (i.e. no punishment / no jails / terrible incentives / let's do the 1970s all over again)" One corner is "realistic yet humane".

I hate the Texas / Louisiana "the little people are doing drugs; raid their houses at 3am and lock them up for 20 years". I also dislike the "20 strikes" mindset which encourages predators to prey on the weak.
