Every day, the burden of order is shifted onto the decreasing amount of people who actually value it. Why don't I just refuse to pay all tickets once they can't suspend my license? Credit score? Civic duty? Annoying letters?

Also, if this person has been fined for say, no insurance, taking away their ability to drive & potentially screwing someone else over in the case of an accident absolutely is a public safewty benefit

While I agree with Occam's Razor lamentation, ensuring a government revenue stream remains robust should not be conflated w/"public safety."

The problem there is that if they get as far as a suspension, they're now faced with "drive illegally and risk more legal problems" or "get fired because they can't get to work and definitely not be able to pay." I see your point, but there must be a more effective way.
