Hypothesis: Red tribe values deference to proper authority based on your relative position in the hierarchy. Child < Teacher, even substitute, so obedience expected. EPA/DMV/IRS are lower in hierarchy, less respect deserved. Not sure why physical violence is so deified.

Physical violence is the manifestation of authority. Only government has a monopoly on force, and insomuch that teachers are government employees, they're allowed that freedom apparently.

A fair description of the system as-is, but I suspect you're failing to give them credit for an accurate gut insight about the systemic problem: The legally mandated physical powerlessness of teachers causes teachers to behave as bigger and more petty tyrants.
