Well, unpredictability itself is mostly perceived as unfairness. (Hence the current disgruntled reaction to “the social rules for what is acceptable to say/believe change on the whim of the mob this particular Tuesday”)

Ie I seriously think most people would put up with *some* social (not governmental) speech restrictions that they thought were unfair/dumb - so long as it was predictable/consistent.

That strikes me as a very "English" attitude to law. What's the quote? An Englishman, unlike the French etc. Does not believe in his soul that the Law exists to hurt him. Something like that.

Found it: The masses still more or less assume that “against the law” is a synonym for “wrong.” It is known that the criminal law is harsh and full of anomalies and that litigation is so expensive as always to favour the rich against the poor: but there is a general feeling...
