The "lock in a cage" option was primarily used for people who didn't stay in town long enough to be punished (hence, my 'vagrants' reference). But I mostly agree the whipping/shame/non-cage options were better.

I've long said that letting people choose between corporal punishment and incarceration would be a vast improvement - "take your lashes and thereby keep your job" should be allowed as an option

I think quite often it's replacing something that looks bad with something that (eventually) looks even worse, but "there's obviously no alternative" "Bad" in popular perception just isn't consistently ordered
