So what happens when you are inevitably victorious? Does your neighbor have to demo his new structure? What's he willing to pay for you to throw the case?
I don’t know your local process but it seems like you should have a clear path forward to appeal to real court. Provided you follow the process and timelines. If not, then you might have a marvelous 1983 type case/claim for due process violations. Good luck. Keep us posted.
