I've thought about it only in passing but the thing that always hangs me up is that it seems to me like it was only the reality because of technological necessity. I could be wrong but they didn't strike me as having the *means* to centralize as much as was sometimes wanted.

Technological, it seems to me that what your equipment allows you to do always decides how much power and authority you can project over far away places. That's definitely just an opinion though and I haven't seen any literature to see if people agree.
