If I was a multi billionaire I would commission Richard Garfield, Sid Meier, Nick Szabo, and Scott Alexander to draft a constitution and legal system, and then start testing it out in charter cities.

Many of the complaints of governance in cities in America are local, not federal. Sometimes they’re not even state level. So in principle you might be able to make a charter city with a hugely improved governance and legal system without seasteading even.
