I have no doubt we have too many laws; we should have far fewer, but those we have should generally have much steeper penalties (read: capital penalties.) We should work towards reforming the reformable criminal, and disposing of those that cannot be reformed efficiently.

isn't the object-level claim completely false, too? like, most of the prisoners AREN'T nonviolent drug offenders, they're central-example common-law criminals (pet hypothesis: 60s social change spiked criminality, incarceration caught up later to stuff genie back in bottle)
