Amazingly disingenuous analysis by Mr. Hech. What price law and order? What price peace? What is being bought with the money spent on policing isn't the damn subway fare, and if anyone can't grasp this it's questionable whether they should comment on politics at all.

all true, and yet there are valid cost-benefit arguments. a mix of capricious enforcement and strict sentencing is worst-of-all-worlds - it breeds contempt for the law, for one. we always have to ask "do we have practical means to enforce this law with sufficient consistently"?
