No it is what begs the question means. The rhetorical fallacy is "beggaring the question", "begs" is a translation error. You should generally write "begs we ask the question" instead though to avoid having this conversation.

it may have entered English as a translation error, but that has been the English phrase for as long as it's been a phrase in English
