It seems so blindingly obvious that the alternative to allowing seller and buyer to transact at a price both parties are willing to accept (even if higher than 'normal') is for the seller to refuse to transact which means the buyer has to go without. This does not improve things.

"But I don't want to pay extra for gas/water/supplies after a disaster!" Okay, so stock up beforehand. AFTER the disaster happens everyone is going to hoard their supply while awaiting restoration of services, so you'll get NOTHING unless you can convince them to part with it.

Both. It’s in his best interest to be ignorant of economics. It feels good and it means continuing reliance on government for disaster relief because the market “failed”.
