You can cut the plug off your welder and put a new plug on the end. The trick is that you can always plug your welder into a higher amperage outlet than it needs, but NEVER into a lower amperage outlet (bc if the breaker failed your welder could melt the wires in the wall)

so: look at the current plug on the welder, look it up on the NEMA chart, see what amperage it is, see what amperage your outlet is, and as long as outlet > plug, cut off the plug and add a new plug that matches the outlet
