well, look at the text of article i section ... 2, I think? POTUS appointed the replacement. It's interim, until the next election. It's either that, or instant election (also bad) or no replacement (also bad).

err, excuse me, 2+ times per year because ALL senators were appointed by the state legislators for the first century or so (and that's how it should still be done).
