2/ apparently the scam is that if you import $1,000 of olives, you pay the tariff on $1,000 ...but if you import $800 of olives and pay a $200 deposit on a "returnable" barrel, you pay the tariff on $800 So the barrels get laundered and resold on the sly for $40 each
