We had a a huge wave of immigration from c. 1900 - 1920, then it slammed shut, then they (mostly Dems) wanted to open it up again in 1965. Between 1920 and 1965 we had limits: X from Sweden, Y from UK, Z from Germany etc. 1965 law mostly threw that out and replaced it with >

important thing is that US has peaked out at 13% of population foreign born, and it leads to periods of unrest, at which point we close the gates for a generation or two. We're at that 13% peak again right now.
