If you want to say this is “an authentic development of doctrine that is not in contradiction with the prior teachings of the Magisterium,” it would be helpful to reference the Magisterium prior to 1995.

To dismiss pre-1995 teaching, as paragraph 8 seems to, with, “The past is a foreign country; they do things differently there,” won’t put anyone’s mind at ease. It’s not like this was a spur-of-the-moment thing. Maybe the heavy theological lifting should have already been done?

Heavy lifting like dealing with the fact that authentic development of doctrine cannot contradict the Deposit of Faith found within Scripture and Tradition, which includes such verses as Genesis 9:6 and Romans 13:4.

Because I know with
certainty that someone is going to reference those verses when they ask me about this. And now I’m either the one who has to try to do the theological heavy lifting at the spur-of-the-moment, or I’m the one who has to appear to contradict the Pope.
