Somebody has to. Why not her? Either her coworkers learn English or she learns Spanish. Or most likely, they both learn a little of each so they can start communicating sooner.

The region in question (iirc) was historically Spanish-speaking for longer than it has had English-speakers, for whatever that's worth.

Regions don't speak languages, individuals do. The region was so sparsely settled as to be almost entirely empty.
