Perhaps they're used to reading other political 'manifesto fiction' wherein the author describes their ideal society and then depicts it as running smoothly and perfectly from start to finish, deftly handling all conflicts in accordance with the rules of the author's ideology.
-
From that perspective, it would definitely seem odd and unintentional for an author to make their ideal society *struggle* to handle a looming conflict effectively, or to have the characters worry that their society isn't equipped to handle a problem without breaking the rules.
