Wouldn't it be nice if the first Native American author to win such an award won it for writing one of the best science-fiction stories that year, rather than for writing one of the Most Important For Native Americans science-fiction stories that year?

I know nothing about the story so have no idea whether that is in fact what happened. ... but going by the title, I have my suspicions.

It genuinely is a well-written piece. The editor in me says it could have used a bit more polish, but especially for the short story genre it's def in the top tier. And the story brings up the sorta thing you're pointing towards!

But, yeah, it undermines the actual skill when people play up the Historic Possibility rather than any direct merit. Got similar concerns for the Hugo Best Related Work -- Le Guin's piece is the first time in years I haven't wanted to vote no award, even if I disagree with her.
