Even an authoritarian regime has to take account of public pressure. Internal exile can be couched as "reform". "Oh, look, we're giving these poor people a chance to earn life skills in small businesses, a choice of food, and some autonomy!" Splits the progs: some like it.

And you put the prison zone on the border (say, southern Arizona or NM). This (a) means we get a wall w Mexico fore free, (b) greases the path for "decolonizing" an "autonomous region" 50 years later.
