You mean, in Japan, you need 2/3rd of hte people to sell in order to use eminent domain to "evict" the other 1/3rd?

iirc, 2/3rd's had to sell before development could begin for these major railway/real estate development projects. The rest could keep their land if they didn't want to sell but the project would go ahead because enough contiguous land has been acquired.
