Anyone who thinks that this time is different is fantasizing. Previous administrations thought the same each time. There is only one indication that the CCP’s reform is for real: allow open, full and fair access for Western social & traditional media. Anything else is just smoke.
Beijing will never ever allow access for traditional media. No chance. Social media would only be allowed if they were subjected to extreme monitoring and censoring. This also will never happen. They created national champions which mirror the American companies and they like it.
