It's possible that racism is a factor, but crack is more addictive than cocaine, therefore, if you want to deter it, you need harsher sentences. Also, the laws were passed during an epidemic of crime caused by crack dealing - you want to deter crime regardless of skin color.

Point taken about Jim Crow. I don't know what redlining is. If you're taking about drawing congressional districts so as to minimize black peoples' voting power, I think that's, again, just about people trying to stay in power than it is master plan to oppress black people.
I grew in an affluent mostly white town and I went to private school. Did I hear racist jokes? For sure, but never once did I come across a plan or concerted action to oppress black people. If anything, the only plans I came across like that we're about increasing diversity.
