What I'm getting at is that I'm sure location is a factor for the harsher sentences but crack actually looks more addictive and there was a crack epidemic that was highly correlated with crime, not a coke one, so it's not just location that has created harsher sentences.

The CIA selling, indirectly or somewhat directly, crack cocaine into black neighborhoods is believable to me. There's a long history of our government doing really shady shit to sell guns, make profit, and topple foreign governments and this fits the bill.
