What I'm getting at is that I'm sure location is a factor for the harsher sentences but crack actually looks more addictive and there was a crack epidemic that was highly correlated with crime, not a coke one, so it's not just location that has created harsher sentences.

Chemically there's no difference between drinking 10 oranges worth of juice then eating the fiber vs. eating 10 oranges, but one will spike your blood sugar much harder.
