The attempt to include citizenship in the us census questionnaire is a very clever move by Republicans. It will deter participation by illegals who mostly live in left leaning states, thus reducing their electoral impact determined by population counts as part of the census.
Non-citizens right? Hard for me to give you a good answer without really thinking about it, but seems reasonable to me. They're paying taxes right?

Yes, non-citizen taxpaying residents. I think it's good trade-off between taxation without representation (like legal aliens in the US) and having a full say in national matters without the full consequences of citizenship (I don't think there are real world examples).
