The attempt to include citizenship in the us census questionnaire is a very clever move by Republicans. It will deter participation by illegals who mostly live in left leaning states, thus reducing their electoral impact determined by population counts as part of the census.
Yes, I believe that is how it has worked. I'm a little bit suspicious of the idea that illegals immigrants where happy to participate in high numbers however. They certainly won't this year...

Weird it means people are essentially voting on my behalf. Btw in some countries (eg germany) legal immigrants are allowed to vote on local elections though not on the national ones. What do you think about that?

Non-citizens right? Hard for me to give you a good answer without really thinking about it, but seems reasonable to me. They're paying taxes right?
