Yes, I believe that is how it has worked. I'm a little bit suspicious of the idea that illegals immigrants where happy to participate in high numbers however. They certainly won't this year...

Agreed. I think you have to be totally delusional, extremely partisan (see above), or someone who pays no taxes to support that question's exclusion from the census questionnaire. Sure Honduras has a lot murders but...it ain't Syria or Rwanda in '94.
