The 3 months salary wedding ring rule is something people don't do in Europe (it's cheaper). Why? Idea: divorce rates are lower and you have a welfare state, so the wife takes on a somewhat smaller risk of staying alone with kids -> people use a less costly signal.

Would a divorced woman with two kids in Europe expect to receive a great deal more support from the gov't than a typical one in the USA? It is state/country dependent? If so, is there a phenomenon in Europe of the allegation that people have kids to maximize gov't income?

It is state dependent in both the USA and Europe, but in general yes. And yes, there are tons of allegations in Europe of this kind. Not sure if financially makes sense (I suspect often not) but the allegations are definitely there.
