According to the Indian taxi driver, people in India don't steal in India like they do in the U.S. because, when you're caught, people beat the living shit out of you, first the locals, then the cops. Not advocating this, but I am advocating that incentives matter, a lot.

To contrast this I'd like to suggest something radically different view. Police/law is not the only form of social control in most countries. Western Europe has more humane prisons ands lower crime. What about the incentives there? 1/3

There's an other side, which I think very few ask in the USA, liberal or conservative. What makes people commit crimes (theft, gun violence, whatever) in the first place? E.g. sometimes you steal to eat, and in a welfare state less people are hungry. 2/3
