Otherwise we just get this type of tax race to the bottom where invariably the deals are too good for companies. Incentives are way too assymetric (short term political benefits vs long term breaks for companies) to expect any decent negociation.
Word that makes a lot sense. How about each state and locality sets their own tax rates and incentives BUT they are non-negotiable? Seems like best of both worlds.

Absolutely agree that we should aim for that model. You get states competing with each other -which is definitively positive- while also getting an even treatment whithin those states.

I don't think the federal government could mandate that, constitutionally, but perhaps the states could.
