There are ways to tell if a digital file is original or forged, not from the video quality, but from using digital signatures using irreversible hashing. As long as you trust the camera manufacturer not leaking certain codes and the experts verifying those codes it works.

You can verify the authenticity of both the content (noone tinkered with the video) and the identity of he recorder (it was not produced by a third party).
