How common is for cities to have local income taxes? Is NY the norm or the exception? If it's usually decided on the state level one can point to Texas being a red state I guess.

Fairly uncommon I believe, but I would just google the answer to your question instead. AFAIK, NY is the exception in the population of towns cities, but not necessarily among big cities - Philadelphia has one I believe. I think it's decided locally, but collected by the state.
