Many problems in business do not have the data or a tractable logical solution achievable through foresight. You can attempt to collect all the data you want or even think about them endlessly, but you make no progress. For problems like these, shoot first, ask questions later.
Oftentimes, that won't even work. You'll take action to fix the problem and you won't even know if it worked, because, again, you lack the data to support a conclusion. That said, you need to take action because these problems are a huge drag on owner and employee morale.

In that context I think: 1) Keep actions as small/simple as possible 2) Use via negative approach (removing bad stuff) if you can 3) Use proxy data outside of your business (data from other similar corps, old heuristics, history)
