This is controversial but shouldn't be: I'm against the American lottery immigration system, chain immigration, and illegal immigration. The U.S. should be admitting more immigrants, but legally and with with higher standards.

Agreed. Suppose that our goal for our immigration policy is those things instead of policy. There is still zero reason to achieve that goal through a lottery, chain immigration, or (trivially) illegal immigration. If you were president, what factors would go into your system?

Agreed, except for immigration of (non-extended) family members. Pf good question. Some mixture of meritocracy, humanitarian reasons (especially given extensive USA interventionism), compatibility with western values.
