Sometimes, ignoring the person with the broken arm is the right thing. Hospitals have limited capacity, so if let's say 10 gunshot wounds come in just after the broken arm, it shouldn't be first come first serve.
1. A private system exists in parallel so you don't always have to wait. 2. IME, the Canadian system is not customer service friendly, but they address urgent health problems. People don't like waiting when they have a broken arm, but it's the right thing.
