I agree with you on that. They are a free rider, for sure. That said, I'm not completely sold on the idea that they can't start marauding trade lanes with aircraft carriers and gunboats in the near future.
You said that they cannot support a client state in the middle east. They have a base in Djibouti...not too far away.

maybe they could, i don't see the current chinese state as being able to get the political or military resources up for that. Even weaker than russia
