Isn't it true that you would never ever want to "peak" solar because if you had solar capacity you'd always just use that first?
My understanding is they mean adding solar that cuts into peak (ie. A/C peak on hot days). So it competes with natural gas peakers. But you never “turn off” solar, so not used as a peaker per se.
That makes more sense. We're lucky that need for A/C electricity (and probably peaking electricity generally) and solar efficiency are correlated.
