Probably. But still NO Regrets.
I've only interviewed one Russian and was really impressed. My only other experience is hiring Ukrainians in Ukraine - not positive.

+1 on Selection Bias point. We are likely attracting the Top 10% IQ from Russia and then comparing to Avg Joe Experience is US only
