When I was there, YC was limited by number of partners. I disagree with the assertion that quality has dropped as class sizes increased - what evidence do you have? Not qualified to answer for currently but I suspect that partner band with is still the limiting factor.
On a per admission basis, it seems like recent batch quality has gone down a lot. If you looked at earlier batches, there were few applicants and a high hit rate. Startup success is time-lagged so it's hard to say. I don't have good evidence, frankly. The best founders are ...

Like you said, it takes years for startup batches to mature and for the outside to get a sense of how things are going. People said this before about 2012-2014 (now Instacart, DoorDash, Coinbase all rising) Just starting to see companies from 2015-2017.
