These programs encourage: 1. People to have too many kids 2. People to have kids outside of marriage to avoid their incomes combining to disqualify them from benefits 3. People to earn money under-the-table, oftentimes in the drug trade.

The end result is unwanted children raised by single mothers in crime-ridden neighborhoods. The kids get raised in this terrible environment and then we incarcerate them in response to crimes they commit, reducing their ability to provide for themselves. And the cycle repeats.
